2003 Vauxhall Corsa steering clunks

With car stationary, engine off. Turn steering wheel 1/4 turn to right and left, steering clunks. Holding road wheel as steering is turned, 'clunk' is felt - both front wheels. My thought is steering rack, cv joints??? Any ideas? Thanks.

does it clunk with the engine running?I.e does it have power steering?
