Rear fog lights and number plate lights not working

both rear fog lights are out although the dash shows they are switched on. I have fitted new bulbs and changed the fuse, also the rear number plate lights are out.

Checked for voltage at the bulb terminals?
Foggys are fed by relay K73 through fuse F42,
but don't really share any circuitry except a shared ground/earth.
but the same ground is shared by all the rear lamps so they're working?
