Heater switch not working

even tho fuse intact heater switch not working from 0 to 4 in car. traced fault to connector block between fan motor loom and switch loom . block looks like shorted but not sure if safe to cut off and replace with bullet connectors as looms in good nick..any advice welcome..!!

You could just cut the one affected wire and join that one alone.
