Brake lights not working but high level brake light is. I have checked the bulbs and also changed the brake pedal switch, could there be an earth problem?

Could be earth problem , but would think it would also effect other rear lights also ? Check you are getting power to lamps , if not check for any broken wires where they enter tailgate from body .
