1998 Vauxhall Corsa co emisions too high

car was tested 2 years ago failed on co changed cat passed last year failed on same assumed problem was cat again replaced cat again and passed, this year same problem tried o2 sens and 2 bottles of cat clean still same on fast idle, co is lower on natural idle than fast.???? any ideas?
