1998 Vauxhall Corsa running rough

Variant: 1.2 16valve

when I start the car it is very splutery like it's only running on 3 cylinders, at low revs and 1st and 2nd gear, on the motorway and in 3rd gear upwards, it just runs great. new exhaust fitted, new plugs and coil pack as well.
Any suggestions please ?

If it's ok when warm , could be engine coolant temp sensor .

Thanks, I'll have a look at that. I will add it doesn't matter if it's warm or not, it's just when the car is running under 2000 revs that it sounds if it's running on 3 cylinders.
