Unable to get Diesel to the fuel filter

Unable to get Diesel to the fuel filter.
On the diesel pump there is a fuel cut off valve to stop over run , if this valve gets stuck will it stop the suction of fuel or just duvert the fuel ,

the cutoff isnot the issiue if the filter is not full.to get fuel 2 filter a syphon pump must be used 2 prime the filterwith fuel.if u dont have one open injector pipes 1 and 2 about 1.5 turns and tow in 3rd gear until motor fires.
