2001 Vauxhall Combo preheating not working

no live to glow plugs. dashboard light doesn't come on. found relays and control box drivers side. changed relay. still same problem. starts eventually when cold. starts fine when warm. no light on dashboard at all

Could be wrong but is it not the case that the glow plugs will only operate if the temperature drops below 5 degrees ? Not really a diesel man .
