2008 Vauxhall Combo a blip in 2/3gears low speed

Hi I have a problem when driving in second and third gears the van seems to hold back for a second or two in low revs about 1500 /2000 the revs seem to drop and some times the engine stools if you don't keep the revs high. I've serviced it and its still doing it?
