OIL FILTER LEAKING

IT IS VERY OILY/LEAKING AROUND THE BOTTOM OF THE OIL FILTER. CHANGING THE FILTER AND FITTING THE NEW RING SEAL DOES NOT CURE IT. HELP PLEASE
