1996 Vauxhall Astra timing?

I recently had the head gasket done, and a new timer belt. Since then I seem to lose power at irregular times. I can drive on the motorway and it will accelerate normally and at other time times I can have my foot to the floor and it will not get passed 60 or 70 MPH. I also need to get up to around 40 MPH to get into fourth gear. it also at times has difficulty getting up hills unless I go down a gear or two.
I thought it might be the timing but was told that it wouldn't drive ok at some times but not others

check the timing is spot on and if there are any warning lights on then get the fault codes checked,are there any running faults with engine,eg misfire

If it's all started since new belt fitted , as 2145simon suggests , get timing rechecked .Has fuel filter ever been changed ?
