Starts fine on fulltank of diesel but when three thirds full does not like to start

Have had glow plugs done as was told this could be the problem but it still is there. I have to fill up with diesel every time it gets to the third full point otherwise it refuses to clink over and if it does it kicks out clear smoke.This only occured when I had it serviced and have had problem all the time since

Fuel line blockage only working when heavy gravity forces it through,
less gravity pressure less fuel!

Have previously owned 1999 Astra estate with 2.0 litre negine. Experienced this exact problem so continually filled the fuel tank. Eventually car failed to start and was diagnosed as failure of pump. This draws fuel from the tank and supplies the injectors. Cost of replacement with Bosch pump by specialist was £1100. Problem solved and could run tank down to almost empty withoit further probs.
