1998 Vauxhall Astra buzzing sound behind the dashboard

Every time I drive my car there is a buzzing sound which is getting louder behind my dashboard, you can't hear it outside but it seems to be something electrical as it'll continues when the engine is off but the electrics are on.. is this a motor for something on it's last legs?
