I left my lights on and ran the battery down,i started the car using jump leads but now it only goes up to 3000revs.the engine management light is also on.could i have blown a fuse or done something major to the turbo ?

If battery was flattened , I would charge the battery fully first .Then disconnect for a short time and reconnect .Could check fuses as jumping MAY have caused problems .If not that , need to get it scanned .Not sure if pedal test on above Astra post works on your car year .
