Over revving

van been stored in garage 3yrs.Not driven but started occasionally and run OK.I recently fitted new alternator, thermostat and air,fuel and oil filters. It starts and idles fine but when it starts to warm up, if i try to hold revs anywhere between 1500 and 3000 it surges to 3250, drops back to 3000 then just bounces between these two. When i ease accelerator off a bit it drops right back to idle and past 3250 it behaves normal.

I would give it a good run / blast to clear cobwebs and see how it is after that .

We Have Just Cleaned out the throttle Body and replaced the seals and its Fixed the over Revving on our astra 1.4Si
