2002 Vauxhall Astra engine intermittently spluttering and losing power

Intermittent but very often my car is losing power and spluttering. The engie management light flashes. I have to stop and turn the car off for 5 mins and restart, but then it returns very quickly. The exhaust sputters and the gearstick vibrates. It is very random and very annoying. A garage has told me it is sticky valves and it will cost £400 to fix. Done 60k and has been serviced every year amd never driven hard. HELP!!
