Check your exhaust back pressure, should't be more than a couple of psi, anymore and you have a blocked system.
And let's be honest here, what else could it be?
you've changed out everything else

there is an air leak in the intake system between the carb and head and or a vacuum pipe has a leak in it other than that the carb is worn

Typical symptoms of incorrect timing and/or incorrect valve clearances. Was the popping back before/after head replaced??
