when my car is running my dash lights go out, i lose my mileage counter my raidio and my windows dont work,thay all go off for about 1 to 20 seconds, also my wippers stop as well, and somtimes my power steering go,s off , but the engine is still running

Check alternator output, 13.8 volts is normal...
