1998 Toyota Avensis will not rev above 3500 rpm or so

The engine will not rev above 3500 rpm or thereabouts in any gear or even in neutral.
I have already fitted new plugs and a petrol filter. I have also replaced the ht leads (from the breakers). Can anyone help me please, many thanks NEIL

Checked distributor cap for tracking / shorting ?tested the leads you got ? checked compressions ?

is the management light on, if so a code read would be a good idea
