Heater not blowing hot air

When engine is at normal temperature and ticking over the heater blows cool/cold air when you rev the engine it blows warm/hot air,till it returns to idle then blows cold again.I have had the car for 18 months this problem has been there since day one. I have changed the thermostat, it made no difference, I changed the waterpump, it made no difference I had the haeater matrix blown by compressed air, it still made no difference. I took it to the dealers, they said they will not be able to pinpoint the problem but suggested it may be the heater matrix. My local garabe has even suggested that it could be the Head Gasket. to my it looks like some sort a valve within the cooling circuit that is sticking. can any one help?

Try this.
When the engine is cold, remove the filler cap and start the engine. Make sure that the heater controls are on hot, and gently warm the let the engine warm up slowly maybe with a few revs. Keep an check on the water level and top up as necessary. Just before the engine gets up to normal running temperature you will notice that the water level will start to rise. It is at this point that you will need to replace the filler cap...

Thanks, but I have already tried this took all air out of the system, even replaced the radiator cap with a brand new one, but still the problem exists
