2005 Rover 45 fails to start

Car has not been used for a couple of weeks, now will not start.
Engine turns over but i think the immobiliser still on, also hazard lights flash.
Neither of my immobiliser fobs seem to work. Have renewed batteries.
Has anyone any idea's?
