2004 Renault Scenic will not start

My son has told me his grand scenic is outside his house the problem he has it when he tries to start it the streeing locks and it will not turn over he diconected the batt and all that happened is when he reconnected the wipers worked once across the screen then the dash display says streeing locked not a sound from the engine and the dash displays nothing except clock fuel and flashing red led HELP please

Take it you have tried pressing the red cut off switch under the bonnet that most of these french vehicles have [if fitted],
