2010 Renault Laguna power steering lumpy when turning stearing

If that year has EPAS ( electric power assisted steering ) test your battery condition and alternator charging rate . If hydraulic , check power steering oil level , belt and pump .

It does have EPAS had new battery fitted incase halfords think it is electric steering pump if it is it has to be taken to main agent as it has to be programmed is this correct

Could be , but you got to check and make sure the alternator charging rate under load is o.k otherwise you could be replacing the pump / unit needlessly and with a hefty bill .Simple 2 min job with a meter . Don't know where you are located but there are plenty of steering specialist centres nowadays that are usually far cheaper than main dealers and quicker also .

I live in washington tyne wear ne37 have not found any one because it has to be programmed

Would expect dealers to be a hefty price compared to steering centres who would usually check and verify the fault beforehand and estimate the cost .
