2004 Renault Laguna electric windows not working, rattle at idle

the above car has electric windows front and rear.
However none of these are working. What happens is you can hear the motors click like they are going to go but then nothing. I would say its a wiring fault or similar as I doubt very much that all four windows would be broken, anyone came across this before or have any ideas?
Also there is a rattle of the engine at idle but stops instantly when you accelerate. I have been advised it is most likely to be the dephaser solenoid or the dephaser pulley. Are these difficult to replace?

Could be the control unit is malfunctioning, really needs a code read to see whats wrong.
Rattle could be bottom pulley, exhaust, engine steady, or a number of other things,
