Van won’t start had new starter motor and new battery the power is all there but stater motor won’t turn

Check for any fuse , relay and all earths , especially from engine / gearbox to body .Also possibly ignition switch .

I had an auto electrician Roy’s and he said thay are fine

An auto electrician should have been capable of checking for power at starter motor and if no power , back tracing for fault .
