2012 Renault Kangoo switched on and all dashboard lights came on and it made a strange whirring noise but absolutely no power in the vehicle and it wont start

Looks like you have a flat battery . Either jump start or charge battery . Would be advisable to get battery tested also , but may be low with lack of use or short journeys .
