Power steering failure - belts burning

Four times the power steering has failed at low revs. Three times in parking lots, once at an intersection.
When I checked the engine the belts had stopped turning and were smoking. Pressing on the accelerator gets belts and steering working again.
All help appreciated!

If the belts are burning one or more of the pulleys might not be turning freely or the belt is not tight enough and is slipping
