Fast idle lever

should the fast idle lever be free for me to move. i have a lucas fuel injection pump, and i noticed that the manual stiop lever was stiff, so i freed it. the fast idle lever is also stiff, i cant move it. so before i make any attempt i need to know if this lever should be free to move. i see that it is connected to a thermo sensor on the thermostat housing, could this be why i am running lumpy from cold and have white smoke.
