1991 Peugeot 405 normal steering (not fluid powered) is very hard to turn while stop

Hand steering(not fluid powered) not bad when running ,but when stoped it is difficult turned. Is it lubrication or misadjusted issue?

Trying to turn any car that has no power steering when stationary is always hard to turn . Why would you want to do this ??

Could be bottom ball joints , track rod ends , steering column intermediate shaft seizing to name only some possible causes
