Engine coolant temp too high

With engine stone cold, within a few seconds of starting, the temperature guage shoots straight up to maximum and the cooling fan kicks in. I've recently had new thermostat housing fitted after it had a crack, and since this fault appeared I have changed the engine coolant temperature sensor, but to no avail.
Anyone any ideas?
