2009 Peugeot 308 peugeot 308 automatic transmission problem

Hi;
I'm having problem with my 308. It is generally ok but sometimes it can be really annoying, especially on the ramps.(Once i stopped on a ramp and couldn't move, it could only carry itself). This power problem probably about transmission. As you all know 308 vti is 120hp but on the test i got the result as 98 hp.

[b]Problem description:[/b] When it comes to change gear from 2nd to 3rd it decreases rpm from 3000 and increases again.

Please note that [b]I've already changed solenoid valves[/b] to solve this problem. But it didn't work.
