my car wont start, when you turn key it trys to start and window wipers and lights stay on when they are turned off

first things first,is the battery ok,make sure you have a good battery before you proceed,do you have any more infomation,does the engine turn over?

my mums peugoet 307 does the same thing, (wipers and lights come on), has anybody found a solution yet, I fitted a brand new battery,the engine turns over but doesnt start?
