2001 Peugeot 307 no power in engine when trying to drive

when taking off there is no power but the engine keeps reeving and the top speed seems to be 30 mph . I also noticed where the water reserve is it seems very brown and thick sludgy stuff in it

Would appear you have two problems .Sounds like clutch is slipping .The brown water in header tank signifies overheating and would have to be checked out for cause .
