2003 Peugeot 307 how do i re-fix a loose/hanging-down, horizontal cover underneath front of car attached just behind front bumper/valance?

The front edge of this cover is fixed by two screws to the back/bottom edge of the front bumper/valance, but there are two attached, plastic clips integral to the back edge of this cover which have become detached from slots above in car bottom panel and won't re-fix, causing this cover to hang-down and scrap along the ground. There may also be two screw fixings missing, equally spaced along the centre of this cover, but haven't been able to get fully underneath car to verify.

There should be three push fit clips to hold it in place.These are prown to falling out .Some times an m8 small bolt will fit in place.If not a quick temp fix would be a couple of cable ties.
