Noisy and stalling

2005 Peugeot 307 1.4 petrol

When I try to set off it just splutters and no power. Engine is noisy like only running on a couple of cylinders.
Not experienced this problem till tonight and discovered there was no water in the water tank.
Please any suggestions

Top up the coolant first.
might be the head gasket is gone but to begin the process will need coolant.
