2002 Peugeot 307 fuel gauge problem

fuel light is flashing,not registering,ive changed the sender and the cluster but still wont work,if i earth either of the sender wires the gauge will move,what are the white and the blue wires for?ive been told there is no earth wire at sender so why does the gauge move when i earth either wire?please advise some one out there must be able to help
