Peugeot 306 Problems

when the car is parked up, you look head on, it leans to one side

The rear windows on my car will not open. I have tried the locking switch and checked all the fuses. Nothing so far has worked. My dogs are desparate for the window to open to hang her heads out. Can anyone help?
