my pug over heats and the rad fan wont always kick in but when its over heating and i put the heater on with the fan it only blows out cold air.

Sounds like you have an air lock in the system. Need to bleed system to get rid of air lock..

sounds like your cooling system is low on coolant i would imagine you will have a leak in the system
