my car wont blow haet into the car.
i've checked the fuse's... there ok,
i've checked the radaitor... thats fine too.
control panel in car is working fine.
temp gauge in dash is working.

I've had problem with fans not blowing at all on my 307, and like you, none of the obvious checks showed anything. However have just had an expensive fix (~£400) for new transmitter box, which apparently has been a common problem in Peugeot's and the part has now been modified.
