1998 Peugeot 306 wont start

i have a problem with my 306 1.9 td
(from start) i was driving a few mile and the engine went really loud loud,turned round to head home and lost all power engine started sounding like a deep heart beat and just stopped popped bonnet oil everywhere been told its turbo as oil was in all air intake (changed turbo,cleaned everything etc)put all back together and it wont start just keeps turning and turning flat bat after a few min of trying kept trying with 2 bats and still wont go has any one got any info on what it could be o forgot to mention the air intake dont have a lot of suction and just looked at timing belt and thats quite loose but dont think its that loose for it to slip a tooth need help please. :DD

Belt shouldn't be loose ,that needs checking first .

hi mate belt had slipped a tooth fixed that and all timed up but still wont start
