1995 Peugeot 306 power loss wont rev past 2800

You put your foot down and it wont provide power, doesn't cut out , just looses power, so wont go up hills and when you don't put your foot down it runs real rough , hard to go past 60 km p hr. Engine light come son only momentarily then cuts out, car starts good.
