Sidelights not working

Diesel engine, sidelights not working, changed bulbs, checked fuses, reset the bsu. Buzz tested wiring only showing 4v

Front side lights not working

front side light not working sometime the driver side come on sometime bright sometimes dim. change bulbs and check volts and the volt keep goin up and down all the time from 4 volts to 12 volts
