Whiring noise when driving

There is a whirring noise coming from the engine bay when the car is travelling at speed. One of the front wheel trims is missing and a garage took off heat shields from under the car, could this explain the noise?

Cant see how that would eliminate a noise in engine bay .

Should have made the question clearer ! There is a whirring noise coming from the front end of the car.

May be a noisy front wheel bearing .

could it be the differential and if so how much to repair the problem?
