There are two electrically controlled solenoids slightly behind and under the air cleaner on the R/T side, at least that is where mine are on my 2006 4x4 L200 Dakar. They control the vacuum that operates the hub locking actuator. If the vacuum lines are plugged with dirt or there is a leak in a rubber vacuum line or the solenoids are sticking or electrically not working, the hubs will not engage even though you select 4 wheel drive. That will cause the light to flash, that is telling you that 4 wheel drive is only partly engage, connected to the transmission but the hubs not locked or engaged. It is also possible, depending on which one does not work, for the hubs to not disengage when you select 2 wheel drive or to randomly engage and disengage while you are driving in 2 wheel drive. That will also cause the green light to flash. That is bad and excessively wears the front drive system. You may hear howling or clunking and feel drag on the drive line while engine braking in the lower gears. You can temporarily bypass the solenoids by hooking the vacuum line directly to the correct side of the actuator on the front wheel drive differential.
