Changed the front brake pads and now the pedal has become spongy when the engine is going but a solid pedal when engine off

Pedal goes solid when engine off as you have no vacuum assistance , perfectly normal Shouldn't have to with a pad change , but try bleeding brakes if not happy .

what were the disks like?
anyway try a brake pipe clamp on say the O/S front and see if it improves the pedal then the N/S front so both callipers are isolated.
That should narrow down exactly where the fault lies.
It may be as I asked at the top and your new pads are only in partial contact with the disk face.
Or you can take the pads out and look at the friction face.
I'm guessing there's only going to be a small area where the pad is touching.
