2002 MG ZR water in rear light cluster

I am constantly gettin water in the offside rearlight cluster after it has rained, I have taken it off and cleaned it and the seal and all looks good, when it is quite full it spills out into the boot my thought was to drill a small drainage hole in the plastic lens cover to keep it drained.

Any other ideas?

take off if easy, clean and seal with silicone,i have done this many a time ,failing that ebay and replace !!!
