When I top up coolant it drops below minimum level until I open pressure cap then it rises again

Top up level when cold ,should be o.k if you are not losing any coolant .

if your referring to checking when hot this is normal. when releasing the cap the pressure from the system is relieved and the coolant rises in the bottle
