Engine idle speed

The engine idle speed sometimes picks up noticably higher than normal resulting in increased noise and emissions from the exhaust. Then it can change to too low an idle speed resulting in juddering and a delayed response to pressing the accelerator. The engine never actually cuts out though. I seem to use a lot more fuel when the car is behaving like this.
This is an intermittent problem that seems to only happen when the engine has warmed up and the outside temperature is low.

Could be ICV (idle control valve ).

Im familiar with the older endura E engine on the fiesta and removed and cleaned the idle valve on it and eventually replaced it, but at a glance i cant see the idle valve on the ka. Any ideas about cost and is it easy done?
