2005 Ford KA abs light and failure of speedometer

please could you help with this problem?

The car in question is a Ford KA, 55 reg. In January and totally out of the blue, the ABS light came on and when driving, the speedometer dial didn't not move at all. I initially thought it was due to the extreme cold weather and a gauge getting stuck, but since then, both faults remain. The ABS light is still on and the Speedometer is still stuck on 0mph when moving.

A local dealer has looked at the car and can't identify the underlying fault. He did mention about a new panel possibly being needed.

What are your thoughts?
If a new panel is needed due to the fault not being identified, how much can I expect to pay in the region of?
Also, is this a common problem? I believe that if there's a common problem with particular makes, then the dealers will rectify it at lower cost.

Any help would be greatly appreciated.
