2000 Ford KA ka seems to be stuck when starting, and strange chemical smell

I went to start the Ka this morning and it felt like something was stopping it moving handbrake was off so I got out and checked behind car. the problem was the same going in 1st gear and reverse. the car did eventually start moving but there was a terrible creaking sound and i noticed a strong chemical smell, so decided not to take it anywhere.

sounds like rear brakes were binding possibly due to h/brake cable partially seized ? Leaking wheel cyl. could cause brake shoes to stick and also give smell .Advisable to get checked out a.s.a.p .
